Walkthrough:

Found on the north part of the map in the Justicar Territory Shipping Docks. You'll see some crates stacked in a climbable formation dividing two main paths (this is easiest to see on the northernmost part of the map headed west). Be careful and time your jumps onto the crates and pipes to reach it. When you get to the part with three pipes in a row, it is easier to jump quickly three times rather than pause between jumps.
